SCADA Initiative
The Stafford Coalition Against Drug Abuse – SCADA - is an active alliance working to reduce and prevent substance use and abuse in the Town of Stafford and neighboring communities.
SCADV Initiative
Critical support for victims of domestic violence including safety planning, emergency shelter, court advocacy, counseling and support groups, among other services.
MISSION:
To encourage participation in identifying and assessing potentially contaminated properties within the Town of Stafford with the greatest potential for revitalization and redevelopment.

OBJECTIVE:
Revitalize Land and Prevent Contamination

TERMS:
The Stafford Brownfield Advisory Board will consist of seven (7) members for three (3) year terms, with members including the current Town of Stafford ZEO and Grants & Marketing Specialist. Terms to expire on November 19, 2022. Its members represent a cross-section of environmental professionals and engineers, legal and financial experts, and business owners. The groups focus is of a managerial, supervisory or investigative function pertaining to the EPA Brownfields Grant and associated workplan.

DUTIES:
an advisory role, providing information and recommendations to staff, stakeholders, and community on areas including:
• Assist in establishing needs, prioritizing sites, communicate progress and recommend sites for the Stafford Brownfields Initiative.

• Review and recommend ways to encourage public interest and participation on the identification, rehabilitation and redevelopment of Brownfield sites.

• Provides guidance and make recommendations in areas such as future land use, development proposals, community safety, and environmental safety as they relate to brownfields.

• Provide oversight for the program, consultants, and project completion.

• Permitted and encouraged to have joint meetings with applicable advisory boards relating to redevelopment of brownfields areas.

• Share project information, collect feedback describe next steps, and facilitate public meetings related to the Stafford Brownfields Initiative.

• Assist in guiding and setting policy for the Stafford’s Brownfields Redevelopment Initiative.

MEETINGS OPEN TO THE PUBLIC:
The meetings of the Stafford Brownfields Advisory Board are open to the public and comply with the provisions of the Freedom of Information Act.

WHAT IS A BROWNFIELDS:
A brownfield is a property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. Common contaminants include asbestos, lead paint, hydrocarbon spillages, solvents, pesticides, and TBT. If the land is properly cleaned up and the contamination is remediated, the site can safely be used for other purposes. Cleaning up and reinvesting in these properties increases local tax bases, facilitates job growth, utilizes existing infrastructure, takes development pressures off of undeveloped, open land, and both improves and protects the environment.

STAFFORD BROWNFIELDS INIATIVE
The Town of Stafford was recently awarded $300,000 brownfields grant from the U.S. Environmental Protection Agency. The funds from this grant will help to transform currently blighted areas within the Town of Stafford into clean public spaces that the whole community can take pride in. Through community engagement efforts, the public will gain knowledge about the brownfield sites affecting their community. These funds will allow us to identify and quantify the contaminants that exist within these brownfield sites so that they can eventually be remediated and redeveloped with additional leveraged funding. The assessment, cleanup, and redevelopment of brownfields will act as a catalyst for the area’s revitalization and lead to sustainable development of Stafford. Stafford’s overarching goals are to preserve attractiveness of the community, increase growth of employment and tax base, and improve the overall quality of life of its residents.
